学者の職責を論じる

　近頃、識者の意見を聞いていると、「今後の日本の行く末を人間がはっきりと推察する事はできないが、まず独立を失うほどの事にはならないであろう。現在の勢いのまま次第に進歩したならば、きっと文明の開けた強国の仲間入りができるはずである。」と言う者がいる。また「日本が独立を維持できるかどうかは、今から二、三十年ほど経過しなければ、明確に判断する事は難しいであろう。」と疑念を抱く者もいる。あるいは酷くこの国を見下した外国人の説によると、「とても日本の独立は維持できないだろう。」と悪く言う者もいる。

もちろん私は他人の意見を盲信し、それによって希望を失うわけではないけれども、要するにこれらの意見は、日本が独立を維持できるか否かという疑問についての回答である。そこに疑いがなければ疑問の生じる理由も無い。今試しにイギリスに行って、人々に「イギリスの独立は維持できるだろうか」と問いかけたならば、皆笑って答える者はいないであろう。どうして答える者がいないのかと言えば、誰も疑っていないからである。

つまり我が国の文明の有様も、昨日と今日を比べてみれば進歩した様にも見えるけれども、結局の所その実態には疑いの余地があると言わざるを得ない。仮にもこの国に生まれて日本人を名乗る者ならば、この事に不安を覚えない者はいないであろう。かく言う私もこの国に生まれて日本人を名乗っている。一国の国民を名乗っているからには、それぞれの役割を明らかにしてその務めを果たさなければならない。政治に限って言うならばそれを行うのは政府の役割であるけれども、人間の役割には政府と関わりの無い事もまた多い。国家全体の運営というものは、人民と政府が両立して初めて成功を収めることができる事であるから、我々は国民としての責任を尽くし、政府は政府としての責任を尽くし、お互いが協力して、そうやって日本全国の独立を維持せねばならない。

Scholars’ Responsibilities

When I hear scholars’ opinions today, someone says, “Human beings cannot predict the future of Japan clearly, but it won’t lose its independence so easily. If it makes advances at this rate, it will be a strong civilized country for sure.” Another person doubts it and says, “You cannot forecast whether it can maintain its independence or not so clearly until two or three decades later.” According to the opinion of the foreign person who awfully looks down this country, he says, “It is almost impossible to maintain the independence of Japan.”

Of course, I don’t believe others opinions readily and don’t lose my hope easily. In short, all these opinions are answers to the question whether this country can maintain its independence or not. If there is no doubt, there is no reason to make a question. If you went to England now and asked people whether England can maintain its independence or not, everyone would laugh and wouldn’t answer. Why wouldn’t they answer? Because they have no doubt.

In the civilization of Japan today, compared to before, it seems there are some progresses, but it’s inevitable that there is also a doubt after all. If you were born in this country and have Japanese nationality, you should feel uneasy about it. I myself was born in this country and have Japanese nationality, too. If you have a nationality, you should make your responsibilities clear and fulfill them. Although to govern a country is government’s responsibility, there are a lot of things that the people have to do. To manage the whole country, both the government and its people must fulfill their responsibilities. So we Japanese people and the government must fulfill responsibilities and cooperate each other, and we can maintain our independence.

当時日本の独立が西洋列強によって脅かされていたというのは特に説明の必要はないでござろうが、当時の日本の文明開化度を推し量るのにちょうど良い出来事が1891年(明治24年)に発生した大津事件(ロシア皇太子襲撃事件)とそれに付随して国内で起きた様々な出来事でござる。

大津事件の詳細についても特にここでは説明しないでござるが、この事件の犯人である津田三蔵の裁判において大審院の判事全員が当時の大審院院長であった児島惟謙の説得により、ロシアの報復を恐れて津田をどうしても死刑にしたかった政府の圧力に屈せず、前年の1890年(明治23年)に施行されたばかりの大日本帝国憲法にも明記されていた司法権の独立を守って法律の規定通り無期徒刑の判決を下した一連のエピソードは、当時としてはかなりの快挙であったと言えるでござろう。

その一方で、当時の政府の対応とその統制下にあった新聞などによる報道は、これまた特にここで説明はしないでござるが、実に前時代的であったと言わざるを得ないでござるな。まさに福沢諭吉が言うところの、「則ち我国文明の有様、今日を以て昨日に比すれば、或は進歩せしに似たることあるも、その結局に至ては未だ一点の疑あるを免れず」でござる。
